Opportunity
Community Health Partnership, Inc. (CHP) is a non-profit, contracted Medicare and Medicaid care management organization integrating health and long-term care funding and services for frail elderly and adults with physical or developmental disabilities. Our programs are designed for adults who would like to live in a home environment but cannot do so without support services. Since 1997, we have been successfully providing health care management and long-term care services through the innovative Wisconsin Partnership Program. Through creative teamwork, we facilitate quality choices that empower people to live as independently as possible, and help members maneuver through the maze of meeting their health and long term care needs while maintaining their quality of life.

CHP is seeking a talented and passionate leader to serve as the Chief Executive Officer. The Chief Executive Officer will develop the framework to carry out the organization’s mission in accordance with the values and vision established by the CHP Board of Directors. This position is responsible for planning, directing, coordinating, and controlling the financial, operational, and human resources of the organization in accordance with State and Federal regulations. The incumbent is responsible for providing effective and satisfactory leadership to achieve current and long-range plans, while meeting the agency’s financial and operational goals and objectives. Primary duties include: Management of Organization; Planning; Board Relations; Program Management and External Relations; and Finance and Budget. All administrative positions report directly to the Chief Executive Officer, therefore, all positions in the organization ultimately report to this position. The incumbent is accountable to the CHP Board of Directors. As leader of the administrative team, the Chief Executive Officer is expected to maintain complete confidentiality in matters related to participant care and staff interactions.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Management of Organization
- Hire and/or assign staff to carry out the company’s mission, vision, and objectives in accordance with Federal and State mandates. Maintain appropriate staffing levels in accordance with member volume and financial feasibility. Facilitates communication between Board and staff.
- Ensures and promotes CHP’s culture.
- Supervise staff directly reporting to the Chief Executive Officer consistent with the organizational standards for accepted supervisory practice.
Planning
- Work with Board of Directors and key management team members in developing a strategic plan that will serve as basis for planning and decision making in accordance with the organization’s mission vision, and values.
- Continually evaluate needs, resources, and opportunities in order to effectively position CHP for the future.
- Ensure all program activities are consistent with the agency’s mission, vision, and strategic plan.
Board Relations
- In concert with the Board of Directors seek support and approval to implement organizational goals and objectives. On an ongoing basis, evaluate and report on achievement of annual and long-term growth, service delivery, and financial objectives, including Board approved budget.
- Keep Board of Directors fully informed of relevant, current, or emerging operational, human resource, financial, facility, and service issues trends in an effort to maintain open and cooperative relationship with the Board.
Program Management and External Relations
- Provide leadership to staff responsible for the development and implementation of organizational programs.
- Establish and maintain effective relationships between CHP and relevant community, state, and federal personnel, agencies and organizations, as well as members, advocate constituencies, and vendors and other contractors.
- Enter into contracts and agreements on behalf of CHP.
- Ensure that appropriate quality assurance and utilization review systems are in place and evaluated on an ongoing basis.
Finance and Budget
- Ensure the development of an appropriate annual operating budget, and ensure that all financial, legal, and tax obligations are met.
- Ensure financial safety and soundness of organization through continual examination of CHP financial results and conditions, and through adherence to a detailed budget.
QUALIFICATIONS
- Master’s degree in Business Administration, Health Care Administration, or related field, or equivalent combination of education, senior leadership, and Board reporting experience.
- Six to ten years senior leadership experience preferably in non-profit, managed care, long term care, and/or health care.
- Familiarity and desire to work with special needs population.
EXPERIENCE – SKILLS
- Ability to respond in an effective and persuasive way to the most sensitive inquiries or complaints.
- Demonstrated ability to lead and strengthen the senior management team.
- Ability to make effective and persuasive speeches and presentations on controversial or complex topics to Board of Directors, top management, and/or public groups.
- Must have a solid financial and budgeting understanding to draw accurate conclusions for business alignment of the organization.
- Ability to define complex problems, gather data, establish facts, and draw valid conclusions.
- Demonstrated ability to interpret and act on diverse inputs, requirements, and/or conflicting challenges which lead to organizational clarity and resolution.
- Ability to write and speak in an effective and persuasive way aligned to company values.
